Bilingual Regional Human Resource Manager

Reporting to the Senior Director of Field Human Resources and Labor Relations, responsible for the development, co-ordination, leadership and facilitation of strategic initiatives and tactical initiatives on labour and employee matters with the senior and field operating management.  Establishes a collaborative working relationship with operating management providing resources, expertise and assistance on the human resources aspect of their business.  Provides directional leadership, coaching and mentoring with operating management on programs and processes that support continuous improvement.


  • Establishes a collaborative working relationship, providing support and advice to management on effective human resource policies, practices and initiatives.
  • Provides support and is a resource to operating locations.  This includes market data and trends, preparation of reports, wage and salary surveys, analysis and data.
  • Develops and coordinates Human Resources policies and procedures. 
  • Assists in interpretation and monitors compliance with policies. 
  • Provides and maintains as current, information and literature relating to employee handbooks, recognition programs, employee files and other Human Resources files. 
  • Maintains a working knowledge of company policies and procedures and practices as they relate to human resources issues and provides advice and guidance to management.
  • Inputs and develops with operating management proactive labour and employee relations strategies for union and non-union salaried, driver, and shop personnel. 
  • Strategies will support the profitability of the company creating sound employee relations environment, competitive positioning on wages and working conditions, support and enhance customer satisfaction and quality initiatives and provide shareholder value and return on investment to the Company.
  • Provide input on manpower, developmental and training issues contributing to organizational effectiveness with respect to change leaderships, organizational structure and design, etc. 
  • Assists managers in recruiting and interviewing both on-site and off-site.
  • Co-ordinates internal and external training and development activities and manages employee relation programs focused on recruitment and retention.
  • Responsible for review and completion of third-party issues, monitors activities and ensures compliance. 
  • Provides advice, training and communications to branch managers on employee relations matters, negotiations, data and contingencies, grievance and arbitration, labour contract interpretation and administration, employee disciplinary matters, labour code, human rights, health and safety, and other statutory obligations.  
  • Responsible with operating management to implement policies and procedures regarding government compliance such as employment and pay equity, PIPEDA, etc. 
  • Provides training and education to operating management to achieve compliance.
  • Administers human resources programs, policies and procedures, salary administration, position descriptions and evaluations, EAP, drug, alcohol, FACE, employee relocation, etc.  Ensures the maintenance of such records a may be required. 
  • Administers programs within prescribed budget guidelines.
  • Maintains awareness of human resource trends, practices or legislation affecting employment related program, policies or procedures.
  • Communication of and adherence to Injury Prevention (IP) standards.     
  • Job Title(s) of Employees that Directly Report to this Position: No direct reports but is recognized in the field as a Manager while on-site.
  • Minimum Education & Certifications Required: A post-secondary degree or diploma in a related field such as Business Administration, Industrial Relations, Commerce, Psychology or CHRM / CHRP designation, or several years of experience in the field is required. 


  • Good working knowledge of various labour codes, regulatory requirements, effective human resource programs, training methods, benefits administration, PeopleSoft and computer literate.
  • 3-5 years’ experience as a Human Resources generalist, with emphasis on employee/labour relations training and development. 
  • Fluency in French & English languages is a requirement
  • Ability to work with competing priorities and deadlines, and achieve results through peers and managers, utilizing effective delegation, facilitation and coaching skills.
  • Ability to take initiative to demonstrate leadership.
  • Office environment
  • Travel to operating locations
