Region HR Manager (28606)

 

 

Job Purpose:

Reporting to the Director of Human Resources, responsible for the development, coordination, leadership and facilitation of strategic and tactical initiatives on employee matters with the senior and field operation management.  Establishes a collaborative working relationship with operating management providing resources, expertise and assistance on effective employee management relations practices and initiatives.  Provides direction, leadership, coaching and mentoring with operating management on programs and processes that support continuous improvement.

 

Major Responsibilities:

  • Creates a strategic partnership/relationship with operating management in overall day-to-day operating activities including the development of strategies and initiatives on human resource policies and practices
  • Administers assists and monitors the interpretation and compliance of company policy and procedures, discipline, strategic employee relations and relationship initiatives within a union and non-union environment
  • Functions in a lead capacity in the development of employee handbooks.  Identifies strategic employee initiatives relating to cost competitiveness, customer service contract provisions, uniformity and consistency in handbooks.  Facilitates employee management team building and communications continually focusing on achieving positive employee management goals and objectives.  Administers assists and monitors compliance of company policies and procedures with operating management.  Provides and maintains current information and literature relating to employee handbooks, recognition programs, employee files and other Human Resources files
  • Inputs and develops with operating management proactive employee relations strategies for both union and non union salaried, driver, and shop personnel, promoting more positive, collaborative working relationships and open communication between parties, thereby improving the manner in which disputes are addressed.  Strategies will support the profitability of the company creating a sound employee relations environment and competitive positioning on wages and working conditions, and will support and enhance customer satisfaction and quality initiatives, while provide shareholder value and return on investment to the company
  • Manages all aspects of employee relations and coordinates with managers on analyses, proposals, and tactics involving dispute resolution
  • Identifies, recommends and implements employee relations best practices
  • Provides advice, support and communications to branch managers on employee relations matters, data and contingencies, dispute resolution, handbook interpretation and administration, employee disciplinary matters, labor code, human rights and other statutory obligations, utilizing legal and other resources when necessary
  • Responsible with operating management for implementing policies and procedures regarding government compliance such as employment and pay equity, PIPEDA, etc.  Acts as a resource to operating management to achieve compliance
  • Administers human resources programs, policies and procedures, salary administration, position descriptions and evaluation, EAP, drug, alcohol, LEAP, employee relocation, etc.  Ensures the maintenance of such records as may be required.  Administers program within prescribed budge guidelines
  • Maintains awareness of human resource trends, practices or legislation affecting employment related program, polices or procedures

 

Minimum Education & Certifications Required:

  • A post-secondary degree or diploma with a human resources focus or several years of experience

 

Experience & Skills Required:

  • Good working knowledge of various labor codes, regulatory requirements, and effective human resource programs
  • Excellent computer skills
  • 5 years experience as a Human Resources Generalist, with significant experience in labour relations, employee relation administration and development
  • Ability to work with completing priorities and deadlines, and achieve results through peers and mangers, utilizing effective delegation, facilitation and coaching skills
  • Ability to take initiative to demonstrate leadership
  • Multi site experience, knowledgeable with employment equity reporting and bi-lingual preferred
